The shared mission of the U.S. Department of State and the U.S. Agency for International Development (USAID) is to shape and sustain a peaceful, prosperous, just, and democratic world and foster conditions for stability and progress for the benefit of the American people and people everywhere.
Under the leadership of Secretary of State Hillary Rodham Clinton, the Department and USAID have developed a strategic approach to accomplish their shared mission. This approach focuses on robust diplomacy as well as the importance of development as central to solving global problems. The effective implementation is a primary focus of the Department’s and USAID’s first-ever Quadrennial Diplomacy and Development Review (QDDR), a comprehensive effort to identify the capabilities needed to strengthen and elevate diplomacy and development as key pillars of the national security strategy, alongside defense. The goal of the QDDR is to guide the United States to agile, responsive, and effective institutions of diplomacy and development, including: transitioning from approaches no longer commensurate with current challenges; leveraging the full range of American policy tools and development resources; measurably impacting global progress in security, prosperity, and well-being; preventing and responding to crises and conflict; and providing strong, flexible management platforms to support institutional objectives.
